Fender flares

Okay...here's what I got. I have some rust around two of the wheel wells. The rust is creaping out from under the black wheel well molding about a half inch up and maybe four inch around. If I am going to install fender flares, can I just cut these spot completely out and rust treat the crap out of them. This is going to be pretty much a drag car so no origanallity is planned.
People say that you have to install fender flares to put wider wheels on, but dont you still have to cut the lip off the rear finders?

If necessary it may be ok to cut out a couple small areas of rust but you don't want to cut too much of the lip.You will need the lip to screw the flare to.

Remove the wheel well mouldings and sand blast the rust and treat it with some POR 15 and then install the flares.
