Converter no longer locks up.....

Well after wondering where I lost a few mph at the track, I think I found the problem.
The torque converter no longer locks up by computer or switch.
I have 12volts going to the plug at the side of the tranny, as well as a ground to the plug as soon as I flip the lockup switch.
The converter is a restalled D5, and seems to work ok other than that.(1.90 60ft on a slippery track)
The one thing I don't understand is that the highway(62mph) rpms are at 2200 with the side tranny plug connected/disconnected.
Isn't that a bit low?
The Tach is an Autometer, as has behaved perfectly.

Could my tcc solenoid be stuck?
I read 24 ohms at the solenoid on the side of the tranny, the last bad one I had read 3 oms.
Any ideas?
 
Update.
TCC solenoid is out, works perfect.
Wiring to the solenoid works perfect.

What else is there to check?
Is my converter pooched already with only a couple hundred miles?
 
It's entirely possible that the TCC lining in the converter is sufficiently damaged such that it cannot hold at WOT although it still may hold at PT. Try applying it at part throttle, with your switch, and gradually increasing load. Can you see it cut loose?
 
Does not apply at any load. the pan is off right now anyway. I think i will pull the converter and go from there.
