Looking for all necessary items for the center of a T steering wheel, the rubber, outer plastic cap, horn center, etc. The rubber piece preferably in blue. Any luck?

If memory serves me correctly, the light is supposed to flash when turning the ignition on. Repeating flashing means no chip. Mine isn't flashing any longer - don't remember what that means. Any help?
