Yes check the fuel pressure,replace fuel filter but also check for vac leaks esp at turbo WYE lines.Whens the last time your car seen new plugs?Wires?These kind of things are sometimes hard to pinpoint but start with the easy things.

Alot of those fuel gauges are junk.Borrow a known good one.Have you driven the car at all?Your FPR could also be your problem,dont forget to check the hose to it. or weak fuel pump,clogging filter.Not many like to replace the fuel filters but you HAVE to with these cars.

Are you sure your gauge is reading correct?40 lbs static plus 12lbs of boost should be around 52lbs of FP at that boost level.Rail mounted gauges dont seem to live long.
