No, its the pressure regulator spring and valve behind that cap.

Standard chain is fine. Your running stock (weak) valvesprings with a stock cam that has no lift Your wasting your money buying the double roller for a stock engine.

Buicks dont send a shit load of oil to the top end, you must be thinking Chevy. And like was mentioned oil flow cant be determined by running a drill.
