This would be quicker than the two fastest stock suspension turbo regals that I know of. These cars both make twice the horse power of the car in question.
The only regal I know that can 60 foot like that has a BBC and several kits on it.
That car is also a sold 4.8/4.9 car in the 1/8 mile. I am not saying that this claim is not possible, however with my experience of over 15 years it is unlikely.
I had a similar issues on my high 12 second old black car.
For example I have a time slip from Sacramento Raceway that states I pulled a 1.3 60 ft.
This was about 3-4 tenths quicker than any other pass the car made.
That is why I never claimed that pass's numbers as factual.
