As I recall, I don't think the boots are used (?)
I mounted my P/S low-beam ballast on the sidewall just ahead of battery

I mounted the high-beam ballasts horizontally on the rad support
where it bolts-up to header panel keeps 'em out of the way & out of the weather

I shot the Hi-Beam ballasts w/ black paint to keep 'em low profile (guess it works!?)
they fit snug, no vibration/rattle/banging around (so far...)

Heres a shot of mine. They're not alradco HID's because I bought these before he sold them. I bought the 4x6 housings that came with the blue HID look bulbs. I didn't want to spend more for HID's for the highs so I installed HID's in the lows and put the blue HID look bulbs that came with the housing in the high's. There is no comparison as the how much more light the HID bulbs give you. There's no point in even turning the highs on with these.

First pic is of the blue tint H4 bulbs for my highs.

Second pic is of the HID's for low beams. Don't even waste money on the HID look bulbs as they're not even close to the real thing.

Here is what I did for the high / low beams.

HID low beams.
Regular old style sealed High beams.

At the high / low beam selector switch on the side of the steering column, first, I pulled the the black connector off of the switch housing. Then, I pulled out the tan and yellow wires from the connector. I cut the tan wire, and used a scotch lock / quick connector to join the tan wire to the yellow wire. I have a Hella weather proof relay in the engine compartment near the HID ballasts that power the HID ballasts.

So, the headlight switch on the dash sends power to the yellow wire that is now connected directly to the tan wire that feeds the relay that powers the HID's.

The headlight switch on the dash sends power to the yellow wire connected to the high / low beam selector switch on the side of the steering column.

With the high / low beam selector switch on the side of the steering column in "low beam" mode, essentially nothing happens, since I cut the tan wire.

With the high / low beam selector switch on the side of the steering column in "high beam" mode, the yellow wire powers the green wire that powers the OEM sealed beams.

Also used heat shrink tubing.
 
Installed a set of high and low beams today.
High beams work fine. Low beams will not turn on.
Swapped the factory plugs and high beams still worked as the low beams when switched.
Swapped relays, fuses, and wiring. Still the same results.
Any suggestions?
Could both low beam ballast be bad?

I guess the kirbans kit is H4 halogen bulbs but still looks way better than stock

So has anyone found a way to seal the lenses so that they do not get moisture in them and burn up the bulbs. Please let me know
