to much boost

I just installed a new te-60 and THDP. I have to rod threaded all the way out and the lowest i can get the boost is 17lbs. The rod is so loose that the puck rattles and yes the wastegate hole was properly sized for the THDP. How can i get the boost lowered??

did the turbo come with a HD WG? if so i think the minimum amount of boost you can run is like 17 psi. someone who had one told me this.

BTW, if it turns out you do have a HD WG and you want a stock adjustable one let me know. i got a stock adjustable WG and i have been looking at buying/trading it for a HD WG.

is that really true you can only make a lowest of 17# of boost with a HD acuator i just bought one today because with my stock on made adj. i could only muster 15-16 psi out of it after i cut the rod shorter.
