How do I know what chip I have?

A "chip", as they're commonly referred to, is actually the PROM inside the ECM that is programmed to control fueling and timing for the motor. Here is a pic of one from TurboTweak. These are labeled very well. http://www.turbotweakstore.com/ProductDetails.asp?ProductCode=1000.
The chip will USUALLY have some identification marks written on it to give the user an indication of the timing programmed, what fuel it's programmed to use, approximate boost level to use, and sometimes a few other things. Some chip burners put more info on the labels than others. If you're unsure what chip you have, post a pic of it here, and surely some of us will be able to identify it, or at least tell you whether it's worth your time to use. As for powerlogger, it is an add-on to the factory ECM that allows the user to record data that the ECM receives from the various sensors throughout the engine. It is an actual ATTACHMENT to the ECM. Pretty easy to see if you have a powerlogger or not just by pulling the ECM out of the kick panel. Edit - YES - you can use powerlogger with any chip.
 
so i have to open the ECM up to see which chip it has? the ECM box has a cover that just unscrews?
from what I've gathered on previous searches on the forum, I have to take off the drivers side kickpanel under the dash to access the ECM?
 
The ECM is in the Passenger side kick panel. Look at the bottom of the kick panel and you'll see what looks like a little button - pull it out. The ECM comes out inside part of the gray plastic kick panel. On the outside of the ECM are two sheet metal screws (1/4" I think). Unscrew those and you have access to the chip (aka PROM).
