Wierd pump has voltage but wont run when connected to harness

O.K. did a search but had no success. I have a 340 and hotwire kit, and I just got another one with the "redundant ground" (on the racetronix website there are two setups this is the one on the right) well I hooked it up and the pump wont run. I tested the volts and they are 8.5 at the connection that plugs into the pump itself, yet not a flinch from the pump when the key is turned I thought I should be getting 12 or so but the pump should still run at 8.5 volts, right? Checked fuses...all good.

I guess what I'm needing is a way to troubleshoot the fuel pump wiring....anyone?
