What happenes if the round seal between fuel tank and hanger is missing?

If you are referring to the large o-ring between the hanger and tank: with a full tank- a massive leak, with less- lots of fumes.

Gas will leak out and take the paint off your tank and whatever else it touches and hopefully wont ignite and blow up your car.... jus a thought but you should probably drop the tank and put the o-ring on - it takes all of 45minutes to an hour. HTH

Tank is down & empty putting a new seal in

from a performance stand point does the fuel tank need to be pressurized? would i have a low FP problem because of this? or any other side effects?

There is no intended pressure in the tank. The seal is for securing the hanger in the tank. You will get a "whoosh" when your fuel is low and you remove the cap but that is more from fumes escaping. Most all cars do this when fuel level is low enough.
