So if this part is removed would the floor and dash vents still be opened because there is no vacuum? Opening while driving for example, you could feel it on your feet? Thanks in advance.

No. You need vacuum to operate the different HVAC settings.

The selector is vacuum operated & the blend doors are vacuum operated.

If you have no vacuum it goes to default which is split between the floor & the defroster vents.
