trouble holding boost

i would like some input/advice on a problem. my stock turbo wont hold full boost (15) anymore. When the turbo kicks in it jumps to 15 then settles down to 10/11 and stays there when under load. always held full boost until friday. car is not modified,and i checked the wastegate actuater and it seems to move freely. I new to turbos and any help would be appreciated.

I suggest that you look into one of my Bosot Controllers. Not only will it allow you to adjust your boost to whatever you desire, but it will allow your turbo to spool much quicker(~800RPM sooner than it normally does). It also eliminates the need for the wastegate solenoid. You can't really go wrong.
