Shine a flashlight in there and you will see the neck is held on by a "c" clip.
If the neck is stock they corrode and it can be difficult to remove without destroying the neck
Buy a billet alluminum neck and forget about the stock one. It took everything I had to get the neck out of my 200,000 mile car. The thing was destroyed by the time I got it out.

Ditto that.
I destroyed mine, too. NAPA had the update (cast?) in stock for ~10 clams for an 89TTA (but not for a Buick). Be sure to get a new o-ring every time you remove the neck.
1. Disconnect upper radiator hose from radiator.
2. Loosen and remove clamp (i.e. "c-clip") and bolt from lower intake manifold.
3. Place Nikes securely on front bumper.
4. Grab hold of upper radiator hose like you mean it and pull like heck.
5. Have a buddy catch you as you fly across your driveway.
6. Replace OEM neck, 'stat and o-ring.
7. Have a beer.
8. Get to chiropractor ASAP.
