speedometer and gear select won't work

1999 Buick Century dash cluster swap the speedometer and gear select won't work, Any Solutions Buick Dealer says on board computer wont let this change happen Is this true?

Are you saying you swapped a '99 Century cluster into an '87 or older TR???
