Question(s) about ATR Downpipe w/External Gate

So, I have the downpipe/gate combo in the picture. I have allen head bolts for the downpipe, but the one behind the gate is VERY hard to get to. An allen wrench with a ball on the end of it barely fits. I'm not sure it's tight, so I'm looking for another solution or advice from those of you that have this pipe with a gate. Should I just go to a bolt in that location? If so, what length is that bolt?

Could always remove the external waste gate , then access the hard to get at allen bolt more easily?
