OEM seat belt retainers

Greetings all,

Repairing rust on my GN and the rear seat belt retainers has rusted through. I am repairing it and I would like to reuse the OEM backing plate. My question is how is this backing plate attached to the floor pan? Plug welded? Spot-welded?

If I have to relocate the holders, what should I use for Hardware? Grade 8? What size back washer?

I can look in the Fisher Body Manual but I'm willing to bet they were Spot Welded in since that's how the seat brackets are.
