O2 mv numbers

My O2 mv numbers on my scanmaster jump from 0 to around 725 constantly even after a new O2 sensor, numbers barely improved.Can you tell me possible causes and cures.My other numbers are

You mean at idle? On a stock chip it is normal for the numbers to cross .5 volts constantly as that how the chip works, but to go all the way to 0...not so much. Who's chip is this?
 
Basically all stock for now except for cold air kit and vacuum brakes.Buying upgrades to put on a little later.These numbers are after a warm up.The numbers on the o2 mv were taken driving the car never went wot.
 
You're seeing perfectly normal operations/O2mv readings for a NBO2 (narrow band O2).
 
X2, during normal driving it should go back and forth as thats how the chip calculates stoich, it counts cross counts (CC) per second which tells the chip if it is staying rich or lean too long.
