No boost to vary low boost

In photo #3, the black circle caused by the turbo outlet is very close the edge of the elbow flange. I now see what you mean about it not fitting well. Seriously get some antiseize and put a thin coat on the flat side of the elbow and the wastegate puck, install it, seat the puck to the turbo flange a few times and then remove the elbow. See what the pattern looks like and make a couple more photos. This will identify any problems.

Well I found my problem the turbo was going out. So on to the next step, not sure if I should rebuild or go new? Thanks everyone
