I'm still working on getting the title straightened out but I got it home, in the trunk was 4 new hard filler panels still in black primer.

Those butt ugly wheels just have to go, but first is the turbo problem the car runs fine but smokes when you go for boost.

You are on the right track. Fix the turbo, boost up, anialate the tires and then get new tires and wheels. I like the way you think.
