lack of boost

i can only get 12lbs of boost from my stock turbo. i have the rod adjusted all the way out and i got the btsc boost control on max. could it be because i have an exhaust leak

That's a good place to start.

Is the vacuum line for the wastegate solenoid and turbo leaking?

Take it off, remember which way the "Y" goes and blow in one of the lines while covering the end of the other two lines with your fingers.
