How to get more boost @ 6000 ft

My cousin just got a TTA and he lives in Colorado, he said he is having trouble building boost past 12 lbs. He said everything else checks out o.k.. Could it just be because he is at 6000ft? The car has a k&n, Thrasher, adj wastegate. Should he just start cranking the wastegate rod down or could it be something else? Oh, he just put the stock chip back in to pass emissions and still the same boost.

Tell him it won't build more than 12psi without a scantool hooked up

If he doesn't have one, tell him to go buy a bunch of headgaskets instead, they work just as good

Yes to the turning the wastegate adjustment rod. The last owner did as most do, and turned the boost down to foolproof levels when he sold it so he wouldn't have to hear about selling a lemon with 2 blown headgaskets and a tank of 87 octane
