I'm trying to see if my fuel pump is bad the fuel pump kicks on but doesn't allow the car to stay on what is the PSI you're supposed to read when you turn the key and the fuel pump kicks on with the gauge on it

Depends on what fuel pressure regulator you have. If it's a 233 it should be around 38lbs. If it's a 237 it should be around 42lbs. If it's an adjustable regulator it should be whatever it is set for.

It's a stock regulator

I put a test pressure gauge and it read 30lbs when I turn the key and 32 when I crank the motor

That's a little low. How good is your fuel filter? When was the last time you changed it?

When you do a 'key on, engine off' the pressure should be right at what it reads with the vac line off.

Since the engine's not running it won't pull the pressure down like normal.
