Fuel Pressure Measured at Line On or Line Off?

Ok. So I know that fuel pressure at wot should increase 1 pound for each 1 pound of boost. My fuel pressure is 43 psi with line on and 38 psi with line off. My boost is set at 20 psi. Should my fuel pressure be 63 psi at wot, or 58 psi? In otther words, 43 + boost or 38 + boost? I hope I'm asking this right.
 
off ..thats the base at 0psi and should rise 1 to 1 under boost and drop 1 to 1 under vacuum (in hg /2=psi)

sounds like you posted it backwards ...should be 43 line off 38 line on idling , and rise of boost is added to the 43 base so 20psi boost should be 63 psi fuel pressure
 
You're right. I did post it backwards. But you figured it out and answered my question. I thank you for that.
