If I install Champion Iron heads with the EGR passages plugged, will l be able to pass CA Emission tests using the TT smog chip I have? Of course the EGR valve will still be intact on the intake manifold.

Most likely not since the EGR will be disabled. You could always drill the head that has the EGR valve so that you could get some exhaust flow and the EGR would work then.:)

which hole (oblong/round ) do you drill through?
what size hole, 1/8" ok?
driver side head correct?

You'd need to look at the intake to line it up right but it should be the drivers side head and I'd go to a 3/16" or 1/4" to keep it from clogging.

I just worked through an issue similar to this.
You will not pass unless you make the EGR port functional.
You can drill a hole through the filling and then make a channel on the head/intake surface
from the hole in the head to the where the intake port lines up.
If you just drill up the head port is more than an inch away from the intake port.
Also make sure that you use the correct intake gasket with the provisions for the EGR passage.

I want about 10 hours of my life back.

Good information is timeless and I just fixed my issue yesterday.
I was hoping to help the next person that had this issue/question.
