Car is not producing boost

So i have a 1985 buick grand national. And my issue is that when im driving it never goes past 0 pounds of boost but i can hear the turbo spool up. I was thinking of opening the wastegate more but then again i dont want to overboost the motor.

Does your boost gauge show you vacuum while in idle?
