BOV vs By-Pass

This is not a turbo Buick question but a supercharged Buick question. I am just finishing up my GSx(not real) 455 Procharger project. I plan on running 5-8 psi. Does not seem like much compared to the GN but I am starting out with 450 hp and 462 CI. Looking to be about 700hp this year.

Right now I have an ATI standard by-pass valve. The way I understand it the valve is shut and delivers boost when there is no manifold vacuum. When the throttle is let off the vacuum goes positive and opens the valve so there are no pressure spikes and no boost in cruise mode. Do I understand this correctly?

Next is the BOV. Not real sure of all the functions. Is it only a boost limiting device? Why do they have a vacuum connection?

Finally what is the better device for my street only car?
