Boost problems

Evening all, been having trouble with my 86 T-Type. I cant seem to get over 35 mph, in park or neutral no apparent problems, but in gear she'll start to spool and then just bog down. Bought new hoses and that did not eleviate the issue so im comming to the masters. I dont know very much about turbo setups so any troubleshooting ideas I can get, I will run with. Fuel, fire, and air. Start with the basics. Log everything if you can.
