In the Regals, the VSS is in the speedometer housing. The cable from the trans comes in and spins and reflective plate the chops up a light beam. This signal is sent to the ECM as the VSS signal.
In TTA's, the VSS is on the trans directly since they use electronic speedos.
If the VSS in the speedo is not working, it would explain why the ECM would never pull the TCC output line low to enable the TCC. It wouldn't explain why the TCC has no power. One side of the TCC comes from +12V. THe ECM grounds the other side. The TCC is also passed through some gear switches first.
