'99 454 BBc

I have a friend that can pick up a'99 454 complete with the ECM.
(new low mileage take out)
The question are,
1.How much HP can be made with a stock ECM?
2.Are they programmable at all?
This would be going into a 2400 lb bracket car and he would like to make about 525 hp on pump gas.
Our other option will be to go with a FAST system like I have on my car.
The other question is,
What would need to be done to a stock 454 if we where to put a turbo on it?

I am running the FAST controller on my 97' 454 Suburban with a Paxton Novi 2000. I was going to use a 502/502 but I only put the aluminum heads from the 502 on my stock 454 shortblock. With about 10lbs. boost I'm probably pushing 550-575 hp.
