Not sure on the numbers, but sure sounds like it must be a HD....You can eliminate the boost controller run a hose from the actuator to the compressor housing with the actuator arm barely needing pulled onto the puck arm and see where you are...Make sure the puck arm is not stuck and swings freely prior to hooking up the actuator..Don't have to permanetly due away with the boost controller just take it out of the equation for a test...If you still see boost that high you have your answer....
