Vacuum Ball

Somehow the bolts disappeared that bolt the Vacuum ball to the area in front of the tire and the hose disconnected cause my ball to get jammed between the tire and the road. Since then the hose that connects to it got pulled up into the engine bay. I bought a new Ball and connected the hose but never ran it down in front of the tire, so the ball is just sitting in the area under the air filter connected to the vacuum hose. My cruise/climate settings still dont work. They seemed to initally fail the same time the ball got destroyed. My question is does the ball work with gravity so in order to work correctly, does it have to be in that specific spot in front of the tire
 
The ball is simply a vacuum storage container and has NO requirement for location due to gravity. You have a loss of vacum that is creating your problems. Investigate all the vacuum connections and lines.
