TC apply blues

Got problems with TC lock-up (not present).
Air checked hecked the solenoid (OK), air checked the 4th gear pressure switch (holds air).
Third VB for different reasons (EA works like a charm, so I assume for now it's OK).
New TC has been cut open and checked, so I assume it's OK.
Bowler l/u switch, will check current flow next time I see the car.

Thinking out loud: VB came with correct governor (lightened), could it be that the signal from the governor is not strong enough to overcome spring pressure in TC shift valve?

Any other ideas?
