Seat back release

Hi,

on both front seats the seatback release doesn't work. The seatback can't be fixed in its upright position. It is allways free, but the latch release works okay. You can push it down and it comes back to its position.
Any idea how to fix it?

I've taken apart the seat mechanism to clean and oil but had no luck making it work when the seat bottom and back are reattached and in the car. It locks fine when it's not attached to the seat cushions, you could see how the latch works when pulled back.
I believe over time the seat back and bottum must be off or twisted making outer bracket with the locking mechanism not fully engaged. When I had the seats out of the car it worked most of the time. The seats might be off a little when seat tracks are bolted to floor. I also want to get this figured out.
