Out of state title transfer inspection question.

I'm trying to buy an '87 t-type from a guy in Lodi. It has a 6 point cage installed. Will this be a problem at the inspection? Also, do they care about the downpipe? All the stock emission stuff has been put back on and has passed smog in the past. I'm just worried about the visual.

If it will, does anyone know anyone who would be willing to inspect it for me?

The car is in Lodi but is titled out of state? the visual should be fine with the bars but the dp is rolling the dice, just depends on the inspector.
