New motor ,wet plenum and wont build boost

TurboBuRick, I know that it needs to loaded for there to be boost so still searching for the reason. I will be headed over tonight to check some more things out so we shall see.

Sorry if you did this,. You said turbo is dry but did you check the outlet side of the compressor? As Bison said clogged turbo drain?
Up pipe is dry?
A long shot but perhaps oil is traveling from exhaust system through a leaking egr passage.

The valley pan is a one pc stock type other then the coating on it. I had unplugged the pcv to see if it would clear things up and it didn't change anything..

Have you checked to see if the intake is still oil soaked after you disabled the PCV?
Is this a 109 Block?
