Lo-Beams Cut off

I have HIDs for low beams (were sold by ALRADCO), when I hit the high beams the lows cut off, is this normal? Its been so long since running the car I don't remember and I have to take it for state inspection.

The factory low beam lamp also has a high beam lamp in it.

I am assuming the Alradco HID's only have one lamp so you could wire the third wire in the plug to keep the low beams on when the high beam switch is activated.

Not sure what will pass your inspection since the HID's will probably be brighter than your non HID high beams.
