Rent a pulley removal tool from Autozone or Advance.
Looks like you already have....Its not budging at all?
 
I believe the hub is separate from the pulley. Try tapping around the side of hub with a rubber or plastic hammer, remove the hub, remove the bolt under the hub that holds the pulley to the crank. Then use the puller in the same holes to remove the crank pulley. See if that works.
 
It is a two piece. The crank pulley bolt is behind it. Kinda how our stock intercooler fan was attached.
 
its a march underdrive pulley with the fan hub in the center , just pop the aluminum fan mount out of the pulley , under that theres bolts holding the pulley / hub to the balancer , balancer is held on by a large bolt thats torqued at 220lbft , once bolt is off balancer slides off the crank no puller needed
 
really ..all you needed to do was thread bolts in where the fan mounts and yank it off , or just heat the pulley a little and it would practically fall off
