HEADLIGHTS AND RUNNING LIGHTS FLICKER

My GN headlights, running lights, and gauge lights only flicker when car is running. They do not flicker when lights are turned on and motor is off.

The grounds to my lights seem tight. My alternator, per Scanmaster ,shows 13.5 to 14.6V when motor is running.

Any ideas on what to check next?
 
Check the voltage at the battery. Check all the fusible link connections at starter as well as grounds at back of passenger side head/fender by battery, neg on block and battery
 
Many years ago had what seems to be the same problem with flickering of my headlights, very sporadic lasting fractions of a second. Spent hours looking for the cause but found nothing. Ended up replacing headlight switch. Problem solved. I hate to just replace parts for no apparent reason but sometimes that's all that's left.
 
All good suggestions above, but also have the alternator checked.
I had the same symptoms , would only flicker while running. Turned out to be alternator. Alternator kept 13-13.5 volts on the scanmaster....until one day it didn't. Voltage would drop, windings got real hot. My diode pack was shot.
