GT3255A WG hole not lining up with Puck, why?

Hello all, i recently installed a GT3255A i purchased from a member here and experienced slow spool. I removed the stock exhaust elbow and took some measurements and made a quick template.

First, i noticed is the WG hole is 30mm and my puck is 29mm :confused:

Second, i placed a piece of paper over the exh housing (like a gasket) and pressed against it to make a template. I cut out the template and placed against the elbow and the WG hole does not center with the puck :confused:

Do i have a bad stock elbow?

I emailed Jason at RJC about buying a Block off plate and drilling a new hole for the WG but i want to know why this happend to me? I thought there were a few guys running these turbos when they first came out. I also have a TA49 (needs rebuild) and thinking about sending it in for repair and putting it back on...

Any and all help is greatly appreciated.

Sounds like the last guy opened the hole up.
Jason(RJC) sells a thin plate that you can sandwich between
which should cure the problem,unless for some reason you puck is
off which i have not seen,
 
UPDATE: I bought the plate from RJC, matched it up with my old TA49 to drill for WG hole. Installed on the GT3255A and everything works great now! Boosting like crazy!
