Crankshaft Pulley

Now that I have identified my serpentine belt killer as the crankshaft pulley, I noticed in the old GM engine drawing for the 87 that there is a 'crankshaft pulley hub' between the pullley and the balancer. Has anyone ever replaced this part, and what is it made of?
 
Here is a photo showing how the belt wants to overlap the back of the pulley; as soon as I crank it, the belt jumps out of the first groove closest to the fan. It appears that the crank pulley is about a quarter inch further out than the other pulleys now.

What part got changed when the belt jumping started?

Your water pump doesn't look new, but every one I've every measured was off.

The one on my engine was .069" off

All it takes is a gear puller to move the WP hub outwards. To move it inwards, I recommend a press.
 
Water pump is stock...Let me try what you said about adjusting WP pulley...I'll keep you updated...thanks.
