Factory paint and finish?

I’ve had mine since the early 90s, it had been painted already and the paint has only had a few corrections since. Soon it will be time for a refresh and I have a question. The lower portion of the sides of the car has a more textured finish below the lower crease than is present on the rest of the car. Was this an attempt at protecting the metal from road debris? It’s only noticeable within a couple feet as the light doesn’t really reflect off it from that angle. Should this be as smooth a glass or not?
 
That is exactly what you have described....Rock guard.
It will not be smooth as glass, but be of a textured appearance.
It will/should be removed when repainting, then reapplied afterward.
I can be done 2 ways. By spraying on or using an applique. I use spray on.
IMO, the car should be stripped to bare metal. The original paint was not a very high quality, and would not be a good base for new paint. This is especially true if the car has already had a repaint.
