The 28" tire will hurt your gearing a little. Each inch of tire diameter equals roughly 2 tenths of rear gear. So in this case, the 3.42 will feel more like a 3.00 gear with those taller tires. I have 8.5 inch wheels on my car and I'm running 295/50s with about 5/16" clearance between the tire and frame.
