    Take it apart and reassemble it, noting any inconsistencies with the sealing face(s). If they're all borked up, replace the fitting(s). You can use a little pipe dope (threadlocker goop) to help on the block side (on what I'm guessing are NPT threads), too, but don't use any on tube or AN...

    IIRC, all 1986/1987 naturally aspirated Buick 3.8l motors are 109 blocks like what came in the T-types. Oldsmobile, Buick, whatever came stock with a Buick 3.8 in '86/'87. Check the casting number if you can find it, if it ends in 109, you're golden. The NA blocks don't have the oil drain hole...

    1983 T Type

    I'd swap it out to an 86/87 harness and setup. That 83 should be carbureted, i believe. 84+ got fuel injection. 86+ got intercoolers. You'll be way happier in the long run, but it'll cost more.

    Locking the converter

    http://www.gnttype.org/techarea/electrical/switches.html Locks up in 2nd. Normal stock operation would hold the lock until you were cruising in 3rd above 45 MPH (unlocks on WOT), but if you force it with a jumper or a switch, it locks at WOT early when you hit 2nd gear.
