For anyone reading this in the future, problem is the wrong spring in the governor. I put the light spring from the stock governor on the small weight.

He can say what he wants... There's a very clear difference without measuring anything, GN has 18 working coils, "standard" governors have 14. That doesn't get into diameters etc.

Those are NOT the correct springs on ebay!!
