ok so the car has been in storage for three years now and I finally got it out to check the tcc problem.
location A on the trans plug is 12v with the key on and when the brake is depressed it drops to zero so that's good.
location D is zero at all times.

I wouldn't think it would be the pump because it doesn't lose pressure it just doesn't raise sometimes. It works sometimes which leads me to think it's the regulator... But I will check voltage. It's a walbro pump and it's atleast 3 years old I've only driven it about 200 miles in three years...

so i was wondering if this idea i have will work safely i have a te-61 turbo with internal wastegate that maxes out at 17psi on stock actuator... can i mount an air pressure regulator like you would use in the shop on an airline before the actuator and set it at say 12psi to fool the actuator...
