Electrical short now no power to half the fuse panel

Hope so. Fusible Links look perfectly fine... visibly anyways. They are a real bitch to get a close-up view. What genius decided to put them down there? I’m going to go drop the starter, pull them out and have a good look. I will be a happy camper if this is the only problem!

Just cut them off, and put Casper's replacements in place.
 
Looks like it's not the fusible link A since the Radio and WDO, and A/C fuses have power.

Most likely a burned wire or IGN switch contact in the I1 circuit.

Have to check for power into the IGN switch on C1 cavity Red wire comes from splice S200, and for power out of the IGN switch on circuit I1 a pink wire C2 cavity on the connector. That wire goes to splice S826 which feeds the fuse panel from the IGN switch output.

... And here I was worried that it might be the flux capacitor and having to figure out how to generate 1.21 giga watts. So at this time it sounds like it’s safe to rule out the fusible links? Haven’t dropped the starter yet, just wondering my next move. It’s starting to sound like I’ll have to take it to a pro. I hate the thought of having somebody else do it. I love doing all my own work. Nothing more gratifying than tackling a job and figuring it out yourself. Does anybody know of somebody in the Rancho Cucamonga area that’s good at this stuff? A man’s got to know his limitations I guess.
 
Yes the horn does work. Does have a scanmaster, no power. However, scanmaster is currently connected to IGN 1 slot, which has no power. I have power to IGN 3 slot so I could just switch over there, plug it in and power it up. What am I looking for once it’s powered up?

You're looking for the scanmaster
1.power up and stay on if it powers up and turns off you could have a bad chip/eprom .I ran into the same problem I replaced the ecm had no luck then I replaced the chip problem solved
 
Update. Swapped scanmaster over to IGN 3 slot, turned on the key and it says “scanmaster 1.0” for one second, then says “NO DATA” for 10 seconds, and then the screen goes blank. Swapped out the chip to an old KB 9006 I had and nothing changed.
 
Yes I changed the chip over to the KB 9006. Does the chip send power to all the dead fuses I’m having issues with? Or are you saying the chip is just one of several possible problems? By the way, I was unable to swap out the smaller chip next to the computer chip. I believe it’s called Cal pak? Didn’t have one of those in my stash.
