Turbo dumping oil into downpipe is the carbon seal blown?

Restrictive oil drains are a big problem. The inlet size doesn't matter because like an engine the flow through the oil clearances is controlled by the pressure, viscosity, and actual clearance. Inside diameter needs to be at least what the oem was or it will likely lead to problems

Can you "flood" the cartridge and cause oil to leak out of the piston ring if your feed is to big or your drain is poorly routed?

You want to ensure the drain is at stock diameter or larger, and free flowing.
Also ensure max oil pressure and crank case pressures are in check.
