Stock turbo and actuator

I am trying to get my car up to 18psi. It spikes at 15psi sometimes but 99% of the time it makes the factory 12psi. The turbo and actuator are both stock. I have an aftermarket Turbonetics boost controller from a previous car a few years back. Will I need an adjustable actuator to achieve this? I also have a cat on the car now and I'm going to switch to a test pipe. That may give me a few psi as well.

From what ive read here unless the cat clogged switching to test pipe really wont help. Perhaps one the other guys can tell you how to get the stock turbo up to 18 pounds.
