Low Pressure Readings

So I've been having a problem with the trans not shifting out of 1st, but only @ WOT.

I was leaning towards a burnt 2nd gear band.
I just took some pressure readings and they are below minimums, especially at FULL TV,
so if stuff isn't already burnt it will be soon.

Any ideas where to start looking?

Test was done at 1500-2000 RPM.
@ Full TV needle was bouncing pretty bad.

Any Pump buzz/whine noise?

Sticking/Binding:
T.V. valve or plunger,
Pressure Regulator valve,
Reverse boost valve,
T.V. boost valve,
Etc....

The pump does make a slight whining sound.
Seems to get louder as temps and RPM's increase.

Sucking air.
Weak slide spring.
